i don't think it's a bad idea at all, & [with my paternalistic hat on] think it'd be a good idea to use this, at such point as it ever became ubiquitous [assuming that human drivers were still the norm] to introduce a more nuanced, intelligent approach to speed management, e.g. just talking about motorways, i'm sure that most would agree that in perfect conditions [e.g. dry, good visibility, a quiet, straight road] a strick limit of 70.00mph is unhelpfully restrictive. it's, equally, very much too high if there's snow on the road and/or terrible visibility.
